- DutiesSummary

The purpose of the Child Development Center (CDC) Director withOversight position is twofold: (1) to administer a developmentallyappropriate child development program for children of eligiblepatrons and (2) oversee all installation Child and Youth Programs(CYPs). The incumbent provides oversight of all installation CYprograms, which may include any or all of the following programs asapplicable to the installation: any additional CDCs, School Age Care(SAC) and Youth Programs (YP).

The CDC Director with Oversight is responsible for theadministration of the facility and for oversight of the installationCY programs. Major duties and responsibilities includeimplementation of developmentally appropriate programs, budgetingand financial management, personnel management, program operations,compliance, and CYP Oversight, among other tasks. These tasks aresummarized below.

Program Management

Applies professional knowledge of child development principles tosupervise the CDC's developmental programming.

Provides program oversight and accountability for the performance ofemployees and the safety of children in accordance with theDepartment of Defense (DoD), Department of Navy (DoN), and localpolicies and standards.

Recommends modification of higher-level program goals and interpretsand applies child development philosophy/principles and DoN policiesbased on patron needs and program evaluation and assessment.

Collects and maintains up-to-date statistical data for planning andreporting purposes in accordance with higher headquarters andstatutory requirements and for the purpose of maximizing spaces andensuring that resources accommodate the needs of command personnel.This may include hours of operation and programming needs of themilitary community

Budgeting and Financial Management

Develops integrated budget input, conducts written analysis ofbudget variances as necessary, and prepares justification forfunding of program resource requirements and repairs or maintenanceof facilities and equipment.

Oversees the collection, accurate accounting and reporting of fundsreceived from patrons.

Ensures compliance with all regulations governing the use ofappropriated and non appropriated funds.

Adheres to authorized methods of acquisition.

Personnel Management

Responsible for the supervision of employees and volunteers.Supervisory responsibilities may include supervision of theAssistant Director, Program Leaders, Program Assistants, OperationsClerk(s), Cook(s), Food Service Workers, and Custodian(s).

Ensures proper and timely initiation and implementation of allpersonnel actions and assures quality related to selection,assignments, training, promotions, disciplinary actions, andrecognition of employees and volunteers.

Supports and carries out all established EEO objectives and policiesin matters of personnel management and supervision and communicatessupport of these policies to subordinates.

Program Operations

Gives input into the development of CYP standard operatingprocedures (SOPs) as required for the efficient operation andmanagement of facility and programs. Ensures implementation of theseSOPs.

Ensures distribution of the CYP employee and parent handbooks.

Ensures that program spaces are fully utilized. Workscollaboratively with the person responsible for maintaining theCentral Waiting List (CWL) to ensure vacancies within the SACprogram are filled quickly.


Ensures compliance with, and is assessed by adherence to thestandards and criteria developed by the DoN, DoD, the Military ChildCare Act (MCCA), and the National Association for the Education ofYoung Children (NAEYC). Takes action to obtain and retain DoDcertification and NAEYC accreditation. Takes action to implementrecommendations or correct deficiencies resulting from inspectionsor accreditation visits. Prepares responses to inspection reports.

Ensures compliance with the US Department of Agriculture (USDA)Child and Adult Care Food Program (CACFP). Ensures food serviceoperations provide nutritionally balanced meals and snacks inaccordance with USDA guidelines

CYP Program Oversight

Executes a child placement system, including a central enrollmentregistry when installations are located in the same geographicalvicinity and a single Central Waiting List (CWL) for ages 0-12 forthe entire CYP program or geographical vicinity.

Coordinates with all installation CYP Directors to ensure aninstallation Parent Participation Plan, including a ParentInvolvement Board (PIB) that includes parents and representativesfrom CDC, CDH, SAC, and YP as applicable to each installation isimplemented.

Ensures fluid communication among CYPs on the installation.

Serves as the liaison with the Regional Program Manager on all CYPissues.

Coordinates and maintains documentation for Commander, NavyInstallations Command (CNIC) and Multi-Disciplinary Team Inspectionsand is responsible for timely corrective actions plans

Additional Responsibilities

Completes all DoN training requirements.

Serves as a mandatory reporter to Family Advocacy and ChildProtective Services as prescribed by local policy in the case ofsuspected incidences of child abuse and neglect.

Performs other duties as assigned.

An incumbent must have one of the following:

A 4-year degree in Early Childhood Education (ECE), ChildDevelopment, Elementary Education, Special Education, Home Economics(early childhood emphasis), youth recreation, recreation, physicaleducation or related field of study that included a major study ineducation AND 3 years of full-time experience working with childrenor youth or monitoring of childhood programs.


A Master's degree in the related field of study AND minimum of 1year professional experience working with children or youth.


A combination of education and experience with courses equivalent toa major in a field (24 hours) appropriate to the position (seeabove), plus appropriate experience or additional course work thatprovides knowledge comparable to that normally acquired through thesuccessful completion of the 4-year course of study described above.

Ability to communicate effectively both orally and in writing inEnglish and possess strong interpersonal communication skills.

Knowledge of the principles of child development and in designingand managing an exceptionally complex program that includes, but isnot limited to safety, security, disease prevention, employeetraining, developmentally appropriate activities, parentinvolvement, and facility management.

Knowledge of and skill in applying both Federal and State lawsgoverning the detection and prevention of child abuse and/orneglect.

Possess necessary skills in program planning, organizing andcoordinating to devise and carry out a variety of programcomponents.

Experience working with military families and an understanding ofmilitary lifestyles is preferred.

Knowledge of financial management, budgeting, and purchasing as itpertains to a child development program.

Ability to identify and respond properly to emergency situations,including evacuations, child illness, and physical and emotionaldisorders.

Knowledge of facility design, functional use, and maintenanceconcepts; DoN, local and state child regulations and procedures aswell as other regulations and instructions pertaining to militarychild care.

Strong supervisory and business skills and ability to providepositive personnel management. Strong interpersonal communicationand leadership skills to facilitate and organize a collaborative andcohesive installation CYP team.

Possess a driver's license.

Ability to favorably pass a pre-employment physical, provideevidence of immunization and be free from communicable disease.

Ability to satisfactorily complete all background checks JAW PL101-647 to include National Agency Check with Written Inquiries(NACI).
